New protocols for shelters expected Public access to emergency shelters could well see some added controls. By: Dayle Da Silva• Details of a new set of protocols related to emergency evacuation shelters were expected to be released this week. As it stands, access has been restricted to at least two shelters where there have been reports of cases of COVID-19.  Prime Minister Dr Ralph Gonsalves said on radio on May 2 that he had been informed by the National Emergency Management Organization (NEMO), of reported of cases of COVID-19 at a shelter in Biabou, this being in addition to the first reported cases at a shelter in Stubbs.
