The congratulatory telegram reads: Dear Vladimir Vladimirovich! I congratulate you on the Constitution Day of the Russian Federation. The Basic Law, adopted on December 12, 1993, has become the guarantor of the free, democratic development of the Russian state, the basis of a stable and dignified future for its multinational people.
I am convinced that changes introduced into the Constitution of the Russian Federation following a vote on July 1, 2020, create conditions for further progress and socio-economic development of the Russian Federation.

The amendments to the Constitution adopted at the all-Russian vote on July 1, 2020 defined a new stage in Russia’s development as a sovereign, democratic and law-governed social state where individuals and their well-being are the highest value, the lower house speaker said.
