A new lawsuit filed on behalf of foster children with mental impairments alleges the Alabama Department of Human Resources has discriminated against these children by unnecessarily placing them in restrictive, psychiatric residential treatment facilities, rather than allowing them to grow up in home or community-based settings.
Brought forth by the Alabama Disabilities Advocacy Program, the Southern Poverty Law Center and Children’s Rights, this alleged practice has disproportionately impacted Black youth and is in violation of federal law that require the department to, administer its services, programs and activities in the most integrated setting appropriate to meet the needs of the children in its care, according to a release from SPLC.

A west Alabama couple has been indicted on a combined 39 criminal charges in the alleged sexual and physical abuse of their two young children.
The indictments against Kersey Hinton, 40, and Matthew Hinton, 33, both of Moundville, were issued in April and made public Friday. The husband and wife were initially arrested in July 2020.
Charging documents allege one of the children, a boy under of the age of 6, had food withheld from him, was not allowed to use the bathroom when needed and was forced to stand in one place for lengthy periods of time.

BIRMINGHAM, Ala. (AP) An Alabama grand jury has upgraded charges to capital murder against a father accused of involvement in his 2-year-old son s blunt force trauma death, according to recently released court documents.
Demetric Hampton Sr., 27, was initially charged with murder in Demetric Hampton Jr. s death almost exactly one year ago, news outlets reported. A Jefferson County grand jury increased the charges last month and added an aggravated child abuse charge, AL.com reported Monday, citing unsealed court documents.
The boy’s stepmother, Terrica Harris, was also indicted on an aggravated child abuse charge.
