Bill Barker to retire, CALS shares interim plans for position – eCALS

May 10, 2021 | Bill Barker, associate dean for research and graduate programs in the College of Agricultural and Life Sciences, is set to retire on June 30, 2021 after 30 years with UW–Madison. Barker joined the university in 1991, working as a researcher in the Department of Geology and Geophysics for many years. In 2000, he made a career shift to administration, becoming assistant dean for research and technology transfer in the College of Letters and Science. Barker went on to hold numerous leadership roles in L&S through 2013, including associate dean for regulatory compliance. In 2013, he joined the Office of the Vice Chancellor for Graduate Research and Education, where he served as the first director of the Offices of Research Policy and Industrial Partnerships.

Higher education reforms April 28, 2021 The single most important factor that determines the quality of both undergraduate and postgraduate education is the quality of faculty. At present, only about 25 percent of the faculty members in our universities have PhD degrees, and the ratio of PhD level faculty to student is a dismal 1: 100 approximately. It should be 1: 20, or preferably 1:10. Clearly, the HEC should have focused on training thousands of bright young men and women at top universities abroad, and then attracting them back through offer of jobs in universities, good salaries, research grants, and access to libraries and equipment. The ex-chairman, Dr Tariq Banuri, did exactly the opposite.

Undoing the HEC damage April 24, 2021 Considerable damage has been done to higher education in the last three years because of the one-sided policies of the last chairperson, most of which were bulldozed through without taking any stakeholder on board through a consultative process. Such policies will destroy both the undergraduate and graduate academic programmes, as well as research in the country, and must be immediately suspended by the incoming chairperson when he/she takes charge. In addition to the changes made to the academic curriculum (‘Higher education ravaged’, The News, April 7, 2021), hardly 25 percent of the PhD scholarships and post-PhD fellowships were awarded to deserving candidates, which will have a negative impact on future university growth and development of required talented manpower in many emerging areas and technologies (‘HEC woes’, April 2. 2021).

HEC signs MoU to promote creativity Islamabad April 14, 2021 Islamabad: The Higher Education Commission (HEC), Pakistan and Small and Medium Enterprises Development Authority (SMEDA) have signed a Memorandum of Understanding (MoU) to establish a strategic partnership for enhanced cooperation on promoting entrepreneurship, innovation, and incubation at the Pakistani universities. Dr. Shaista Sohail, Executive Director HEC, and Hashim Raza, CEO SMEDA signed the MoU during a virtual ceremony. HEC is successfully running two of its flagship programmes Offices of Research, Innovation and Commercialisation (ORICs) and Business Incubation Centres (BICs), extending services and facilitation to researchers, academicians, and students for research, innovation, commercialisation and incubation.
