The money should have been a bonanza: After tornadoes killed 11 people in Mississippi in early 2014, the federal government approved $14 million to help fortify the state against future disasters.
Mississippi had been battered by 21 major events, including Hurricane Katrina, in the previous 13 years. And it needed cash. The state had the nation s smallest per capita tax base, the lowest per capita income and the smallest per capita gross domestic product.
