South Bend City Clerk services available by phone, email
Even though most city offices are closed to in-person services through January 15, 2021, you can still access city of South Bend services by phone and email.
Residents can call (574)-235-9221 or email sbcityclerk@southbendin.gov for city-related questions. Residents can access City services remotely by calling 311 or visiting the website.
The Ordinance Violation Bureau will take ticket related questions over the phone at (574)-235-9462.
If residents need to file an appeal or make an Ordinance Violation payment/parking ticket: please use the South Bend city website.
If you need to make a payment for Code Enforcement or Animal Welfare citations, you can mail in your payment in the form of a check or money order to the Office of the City Clerk. Please include a copy of the citation.

INGALLS An audit by the Indiana State Board of Accounts, covering the period from Jan. 1, 2016, to Dec. 31, 2018, was critical of the actions of Ingalls Clerk-Treasurer Kip Golden and the town council.
Golden said Thursday he was aware of the audit report, which was issued on Dec. 12, but had not read it.
“We’re working to get those things corrected,” he said.
Among the audit findings was a payment of $64,967 to the Indiana Department of Revenue to pay past-due Utility Receipt taxes unpaid from 2013 to 2015, for which the state agency was unable to determine the amount of penalties and interest paid, and there was a $25,476 payment to pay for a special attorney.
