A renters rights ordinance proposed by a pair of North and Northwest suburban Cook County commissioners won unanimous approval from the full county board Thursday, after a series of negotiations with, and concessions from, groups representing both landlords and tenants.
Chief co-sponsor Commissioner Scott Britton of Glenview said the final 29-page piece of legislation dubbed the Residential Tenant and Landlord Ordinance is the result of 20 hours of meetings with advocacy groups, more than 40 line-item concessions and six comprehensive edits since last July.
Modeled after a 1986 Chicago ordinance, the new county rules limit late rent fees and security deposits, allow renters to withhold rent payments when repairs aren t made or working utilities aren t supplied, and stiffen penalties for lockouts, among other provisions.

Arlington Heights and Rolling Meadows are likely to partner on reconstruction of a half-mile stretch of a north-south thoroughfare that runs through both towns.
Weber Drive, also known as Old Wilke Road, is a two-lane street between Algonquin Road and Central Road that has a traffic volume of less than 5,000 vehicles per day but is in poor condition and has been in Rolling Meadows capital improvement plan for years, officials say.
The traffic signals are outdated and pedestrian crossings are also in need of update, they added.

An animal nest around the chimney flue of an Arlington Heights home is believed to be the cause of a fire Friday that left the residence uninhabitable, fire officials said Monday.
Residents of the single-family home on the 300 block of East Ivy Lane were able to get out safely thanks to working smoke alarms that alerted them, and no one was injured in the blaze, according to the Arlington Heights Fire Department.
Firefighters were called to the house at 8:52 p.m. Friday, finding fire venting from the west side of the house at the roof line, the department said.

A 109-year-old Arlington Heights woman is thought to be the oldest person in Illinois to receive a COVID-19 vaccine so far.
Elzora Costello, who s also the oldest resident of the Luther Village senior residential community, was first in line for vaccinations at 8:30 a.m. Monday at the senior community, which has scheduled vaccinations for nearly all its 750 residents and 60 staff members by Wednesday.
Costello s family was glad, too. We told her, There is a virus and you should get this shot, said her granddaughter, Cindy Vilcak of Elk Grove Village. And she was like, Oh, OK.
State officials said Monday afternoon that records indicate the oldest individual to date to receive a COVID-19 vaccination is 109 years old. Additional information couldn t be provided for confidentiality reasons, they said.
