Tasmanians have been shocked by allegations that employees of government departments have been perpetrators of child sex abuse.
Allegations both historical and contemporary have come to light through the media, the National Redress Scheme and civil actions.
Separate inquiries into the departments of Health, Education and Communities were announced earlier in the year.
Attorney-General Elise Archer released the draft terms of reference for the $10 million inquiry on Thursday.
