The Indianapolis City-County Council met Monday night and passed proposals related to the Circle City Forward initiative. Debate centered on the tax to pay for the $190 million in facility improvements.
Councilors discussed two measures related to the efforts. The first would create a new fund called the County Cumulative Capital Development Fund to pay for the projects.
Democratic Councilor Zach Adamson said it doesn’t constitute a new tax.
“This is a new use, for an old tax,” Adamson said.
Republican Councilor Paul Annee disagreed and said the initial property tax was established to pay for pensions.

INDIANAPOLIS (WISH) Indianapolis City-County Council on Monday night approved a measure to limit fees from third-party food-delivery services while Marion County limits restaurant capacities.
Proposal 106 will limit fees to no more than 20% of a meal’s price. A news release from the city said the limit is in line with caps other U.S. cities have imposed.
The measure also prohibits third-party delivery service companies from attempting to make up lost fees by passing costs on to drivers or customers.
More people have been using third-party delivery services because of COVID- 19 restrictions. At times during the pandemic, many businesses have found themselves depending on GrubHub, DoorDash, Uber Eats and similar companies.
Sgt. Kevin Kendall was selected by Taylor and a majority vote of the membership of the Fraternal Order of Police Lodge 86. Kendall joined the Marion County Sheriff’s Department in 1996, where he worked as a K-9 officer and a member of SWAT. He was part of the motorcycle drill team until 2014 when he was promoted to sergeant and assigned to IMPD’s Northwest District patrol. Kendall is also a team leader on the department’s Police Officer Support Team, IMPD said Friday. Kendall asked not to share his photo.
As part of Proposal 237 passed by the Indianapolis City-County Council in 2020, the board has a civilian majority, with two members appointed by the mayor’s office, two appointed by the council, two appointed by the police department, and one appointed by the Fraternal Order of Police.
