Horwich dispersal order only a short-term solution, says councillor

Police authorised the order for the whole of Horwich in response to incidents of anti-social behaviour. It was the second time such an order has been put in place across the town this month, with an order previously enforced during the first weekend of May. The order allowed officers to direct a person to leave the area specified within the order if they have reasonable grounds to suspect that their behaviour has caused, or is likely to cause, harassment, alarm or distress to members of the public. Cllr Kevin McKeon (Horwich North East) praised the short-term effectiveness of the dispersal order at curbing incidents of anti-social behaviour, but warned that it is only a temporary solution.

The tough measures come following a spate of anti-social behaviour in the town. Officers were also in the Westhoughton area. Police have put in the dispersal order from Friday to Sunday to cover the whole of Horwich. On Friday evening, Greater Manchester Police said: Officers from the Bolton West Neighbourhood Team along with our Special Constables are out and about this evening in the Horwich and Westhoughton area in response to anti-social behaviour issues. A dispersal order is currently in place in Horwich. The order came into effect from Friday at 8pm and will remain in place until Sunday at 8pm.

Some days I ve seen more than 100 of them - the yobs wreaking havoc on Horwich streets Next door had eggs thrown at their window the other day. They also knocked hanging baskets down and were lobbing soil at our windows, as well as booting the door a few times. 17:58, 28 APR 2021 Updated For residents in some parts of Horwich, anti-social behaviour is something they have sadly become accustomed to. The order will cover the whole town but Inspector David Johnston made reference to specific problem areas such as Lee Lane and Old Station Park. A man who lives just off Lee Lane, in Brownlow Road, claimed that on occasion he has seen more than 100 youths congregating in the area.
