As noted in the conclusion to the bill, the Second Optional Protocol to the International Covenant on Civil and Political Rights, aimed at abolishing the death penalty, was made on December 15, 1989 in New York with the reservation of the Republic of Kazakhstan. The protocol is aimed at the adoption by the Republic of Kazakhstan of international obligations to abolish the death penalty.
