Comptroller Menodza: Illinois bill backlog has been brought under control | WUEZ

SPRINGFIELD, Ill. (WJPF) Illinois Comptroller Susana Mendoza says the state’s bill backlog has been virtually paid off. At its height, Illinois’ bill backlog neared $17 billion. Mendoza says, as of Wednesday, about $3.5 billion in bills are outstanding, which is within the thirty day payment cycle commonly found in the private sector. The oldest commercial vouchers owed to vendors in the comptroller’s office are dated Monday, April 26. Susana Mendoza “This is a remarkable day that I have been working toward since I took office in December 2016 amid the budget impasse when the previous administration was paying nursing homes and hospice centers up to a year late and they let the backlog climb to $16.7 billion,” Comptroller Mendoza said.

TIF reform is finally coming to Illinois

State Rep. Jonathan Carroll The acronym for tax-increment finance districts TIFs has become shorthand for a political money grab in the minds of many taxpayers. And for good reason. For decades, too many mayors have treated the money generated by TIF districts as an economic-development tool to be wielded at their discretion, showering their largesse on favored neighborhoods and projects even if those recipients strained the TIF s original purpose. Another problem with TIFs, at least in Illinois, is that the governments that create them and the investors who benefit from them are not nearly accountable enough to taxpayers. A new bill gaining momentum in Springfield seeks to fix the latter problem.
