The restrictions will be in place until at least 4 June and only apply to metropolitan Melbourne. This is about giving our contact tracers the time that they need to track this matter down and get on top of it, Mr Merlino told reporters.
He said a public health advisory panel would weigh up whether further restrictions would be required for large events including football matches.
It comes after a man in his 60s became the fifth person in Melbourne s northern suburbs to test positive to COVID-19 on Tuesday morning.
Mr Merlino said the man had symptoms prior to the four cases identified on Monday, suggesting he could be the possible source case for the City of Whittlesea outbreak.

The five cases have been linked through genomic testing to a Melbourne man who tested positive two weeks ago and who is suspected of becoming infected while in hotel quarantine in South Australia.
Several new exposure sites have been identified after Victoria reported four new locally acquired COVID-19 cases on Monday.
The four new cases are all family members who live across three separate households in Melbourne’s northern suburbs.
The tier one exposure sites include Nando’s in Epping, Highpoint Shopping Centre, Jump! Swim Schools in Bundoora, and Woolworths in Epping North with the full list available on the Victorian government's website.
Those who attended any of the tier one exposure sites within the listed hours are advised to get tested immediately and isolate for 14 days.
