“I don’t want to preempt the investigations being conducted on the case, particularly that of the NBI (National Bureau of Investigation),” the PNP chief Police General Guillermo Eleazar said. “We will accept and abide by any findings of the NBI and of the IAS (Internal Affairs Service) in the case. In the meantime it would be prudent to wait for the outcome of the investigations being conducted,” he added.

Gen. Guillermo Lorenzo T. Eleazar, chief of the Philippine National Police (PNP), ordered on Monday, May 24, the Internal Affairs Service (IAS) to look into the death of an 18-year old man with special needs during a police operation in Valenzuela City on Sunday, May 23.
“I have already directed the Internal Affairs Service to conduct a thorough investigation of the incident, specifically aimed at determining if there were lapses in the conduct of the operation. Part of my instruction is to finish the investigation in the soonest possible time,” said Eleazar.
He said he immediately inquired with the director of the Northern Police District as soon as it was reported in the media and based on the latter’s report, the incident stemmed from a police operation regarding an illegal cockfighting operation in Valenzuela City.
