Leaders from the County’s Behavioral Health Division briefed the Board of County Commissioners on the Mobile Crisis Program Tuesday, April 20, outlining the full scope of crisis services available to Multnomah County residents.
Mobile crisis services play a key role in emergency situations that don’t require law enforcement, fire or ambulance services. The COVID-19 pandemic, the racial justice movement, criminal justice reform, and other crises have underscored the need for easy access to mental health services, experts told the Board Tuesday.
The death last Friday of Robert Delgado underscores that need. Delgado, a resident experiencing homelessness who lived with mental illness, was shot during an encounter with Portland Police. His death has amplified calls for a new approach to responding to 9-1-1 calls that may have a mental health component.

Disaster Behavioral Health Services
Following a disaster, emergency or incident, it is common for those in and around the impacted region to experience distress and anxiety about safety, health and recovery. Previous exposure to large scale or catastrophic incidents, such as a major hurricane or flood, might place residents and responders who experience a new disaster at greater risk for adverse stress reactions. The effects of a disaster, terrorism incident or public health emergency can be long-lasting and the resulting trauma can affect those not directly exposed to the incident. Disaster behavior health interventions are designed to address incident-specific stress reactions rather than ongoing behavioral health needs.

WACO, TX â The Texas Health and Human Services Commission has awarded the Heart of Texas Region MHMR Center the distinction of becoming a Texas Certified Community Behavioral Health Clinic (CCBHC).
Under the certification, officials say the center will move from a performance or hour-based service model to an outcome-based model, incorporating physical healthcare and the following:
Care coordination across settings and providers across the full spectrum of physical health services, both acute and chronic, and behavioral health care
