CAIRO, May 5 (Reuters) - Turkey and Egypt will try to improve strained ties at talks starting in Cairo on Wednesday after an eight-year rift which led them to back rival factions in Libya s war and put them at odds in a dispute over east Mediterranean waters.
Relations between the regional powers have been tense since Egypt s army toppled a democratically elected Muslim Brotherhood president close to Turkish President Tayyip Erdogan in 2013.
Both countries expelled ambassadors and Erdogan described Egyptian President Abdel Fattah el-Sisi as a tyrant.

CAIRO The U.S. envoy for the Horn of Africa on Wednesday met with the Egyptian president as part of Washington’s new push to find a resolution to a regional decade-long dispute over Ethiopia’s massive dam on the Nile River’s main tributary.

PARIS (AP) France is selling another 30 Rafale fighter jets to Egypt in a deal condemned Tuesday by rights advocates, including the French wife of a jailed activist.
The deal, confirmed separately by both countries, will build up Egypt’s fleet of the advanced warplane to 54, second only to the French air force. The sale makes good on France’s policy of not conditioning its economic and defense cooperation with Egypt on progress on human rights.
The wife of jailed Palestinian-Egyptian activist Ramy Shaath said France should be using the sale as leverage to pressure for human rights improvements and prisoner releases.
