LUNA COUNTY – The wind was mostly still Monday afternoon in a remote part of Luna County near the New Mexico Bootheel, alongside the steel bollard barrier marking the U.S.-Mexico border.
Between the slats one could view the desert heading into mountains south of the border in Chihuahua, Mexico.
Not a person could be seen at the site, where contractors had stockpiled steel and rock, old vehicle barriers, and construction equipment after President Joe Biden paused work on the border wall on his first day in office, Jan. 20. Trailers sat empty near a collection of portable toilets.

CASPER, Wyo. Wyoming Governor Mark Gordon signed Senate File 34 into law, a bill with the catch-title “Born alive infant-means of care.”
The bill will update Wyoming’s abortion law effective July 1.
The previous law and the new law can be compared as follows

Statute before the changes: “The commonly accepted means of care shall be employed in the treatment of any viable infant aborted alive with any chance of survival.”
New law: “The commonly accepted means of care that would be rendered to any other infant born alive shall be employed in the treatment of any viable infant aborted alive. Any physician performing an abortion shall take medically appropriate and reasonable steps to preserve the life and health of an infant born alive.”
Details of the 2020 SolarWinds attack continue to unfold, and it may be years before the final damages can be tallied.
While it is “hard to say” if the SolarWinds software supply-chain compromise will become known as the highest-impact cyber intrusion ever, it did catch “many people off guard” despite the security industry’s frequent warnings that supply chains pose substantial risks, according to Eric Parizo, principal analyst of security operations at Omdia, a global research firm.
The SolarWinds attack is unprecedented because of its capability to cause significant physical consequences, says University of Richmond management professor Shital Thekdi, an expert on risk management and industrial and operations engineering. The attack impacted critical infrastructure providers, potentially impacting energy and manufacturing capacities,” she said, and created an ongoing intrusion that “should be treated as a serious event with potential for great harm.”
