Ministers are to unveil a legislative programme today aimed at the Conservative governmentâs new electoral strongholds in northern England and the Midlands. The Queenâs speech will focus on adult education and home ownership and feature proposals for mandatory voter ID, which have been likened to Republican-style voter suppression in the US. Usually the Queen delivers the speech to a crammed House of Lords but this time the chamber will be restricted to 74 Covid-tested people.

Callum Wheeler has appeared at Medway Magistrates’ Court charged with the murder of PCSO Julia James.

The Kent man charged with the murder of PCSO Julia James stuck out his tongue as he was led away from court this morning - as police staged a reconstruction of the officer s last movements.
Callum Wheeler, 21, from Aylesham, was formally accused of killing the 53-year-old at the hearing.
He appeared at Medway Magistrates Court in person before being remanded back into custody ahead of his case at Maidstone Crown Court on Thursday.
Mrs James, a mother of two, went missing while walking her beloved Jack Russell near to her home in Snowdown, Kent, last month.
She was later found dead by members of the public in nearby Akholt Wood on Tuesday, April 27.

Photo: Met Police A driver who killed a man in Harlow after driving his car at him following an argument has been jailed for six years and nine months. Mark Brinkley admitted the manslaughter of Philip Burr, who was found lying unconscious at the side of the road in Potter Street by a volunteer police officer on patrol. The officer gave him first aid while waiting for paramedics to arrive. Brinkley had been involved in a confrontation with a group of people, one of whom he later told officers had been Philip.
A DRIVER who killed a man in Essex has been jailed for six years and nine months after admitting manslaughter. Mark Brinkley admitted the manslaughter of Philip Burr, who was found lying unconscious at the side of the road in Potter Street, Harlow, by a Special Constable on patrol. The officer gave Mr Burr first aid while waiting for other police officers and paramedics to arrive. While officers were on scene, witnesses said they had heard a car screeching off just before Mr Burr was found. A black BMW 116 series was found on fire in Roydon 40 minutes later and was linked to the collision through forensic evidence.
