South Africa is faced with budget pressures from a revenue collection point of view, investment, as well as ensuring an equitable expenditure framework against which the budget is appropriated.
These pressure points demand now, more than ever, that the government be meticulous in how it appropriates the budget as well as ensures that the exacerbation of inequality, as we currently experience it, is arrested through an impact-led approach in the appropriation process.
Many of the tools currently being used are monitoring and evaluation tools that simply target the fulfilment against certain metrics, without necessarily having a qualified view on the impact that such a metric will have.

The COVID-19 pandemic has eroded media freedom around the world and led to a decline in independent journalism.
The pandemic has forced news organisations to adapt to changes to news consumption, whilst facing the dire economic repercussions created by falling revenues.
Former Manchester United and Ireland captain Roy Keane warned after Sunday s fan protests against the owners of the football club, the Glazer family, that this was just the start” of their campaign.
Over the weekend, these weren’t the only protests happening, nor were they just related to football. There were rallies in Colombia, France, Spain, the UK and Germany – some of these were timed for May Day or Labour Day. Taken together with previous protests, going back at least to last summer’s Black Lives Matter rallies, it shows that people are more ready than ever to take to the streets to call for change when they believe that their interests have been undermined.
Views: Visits 3 It’s one full year since the COVID-19 pandemic broke out, which has since claimed millions of victims and changed the way in which we live our lives forever. And whilst some of the immediate consequences of the pandemic have been starkly evident, others have remained less apparent – despite the severity of their consequences. The erosion of media freedom and the decline of independent journalism around the world are among them. In a defining paradox of our time, COVID-19 has simultaneously driven an acute need for accurate information and a thirst for trusted news whilst dismantling the very ecosystem that supplies it.
