Researchers say that the county and a cluster of others with large numbers of death cases are expected to continue pushing the sentence based upon their knowledge of the complex legal process and the culture of their communities. “This model shows that the cumulative number of death sentences previously imposed in the same county is a strong predictor of the number imposed in a given year,” says the study, “Learning to Kill: Why a Handful of Counties Generates the Bulk of U.S. Death Sentences.”
