Enlargement: new enlargement methodology will be applied to Montenegro and Serbia The Council agreed on the application of the revised enlargement methodology to the accession negotiations with Montenegro and Serbia, after both candidate countries expressed their acceptance of the new methodology. The changes will be accommodated within the existing negotiating frameworks with Montenegro and Serbia during the next Intergovernmental Conferences. The European Union and its Member States have consistently expressed their unequivocal support for the European perspective of the Western Balkans. This firm, merit-based prospect of full EU membership for the Western Balkans is in the Union’s own political, security and economic interests.

Transparency register: Council adopts new rules making registration of interest representatives mandatory The Council has adopted new rules, in agreement with the European Parliament and the Commission, to ensure transparent and ethical interest representation.  The new joint framework expands the scope of the existing register and introduces the registration of interest representatives in the transparency register as a prerequisite for certain activities covered by the Interinstitutional agreement, such as those aimed at influencing policy, legislation or decision-making in relations with any of the three institutions. Transparency and accountability are essential for maintaining the trust of Union citizens in the legitimacy of the political and legislative decision making in the Union. Joining the transparency register is a new clear commitment by the Council in favour of these values.

EU-UK trade and cooperation agreement: Council adopts decision on conclusion The Council has today adopted a decision on the conclusion of the EU-UK trade and cooperation agreement and the security of information agreement. This is the last step for the EU in the ratification of the agreements. The UK will now be notified of the finalisation of the internal EU procedures. Following this, the agreements and accompanying texts will be published in the Official Journal of the EU before the end of the month. On 1 May 2021, both agreements will enter into force. Today we open a new chapter in our relations with the UK. The conclusion of the trade and cooperation agreement will give legal certainty to the new EU-UK relationship, in the interests of citizens and business on both sides of the channel. We value the UK as a good neighbour, an old ally and an important partner.
