Newly appointed Bodoland Territorial Council chief Pramod Boro on Thursday won the floor test as directed by Gauhati High Court by show of hands, an outcome his immediate predecessor Bodoland People’s Front chief Hagrama Mohilary has decided to challenge legally.
Boro had the support of 22 members in the 40-member BTC belonging to the three-party post-poll alliance of the United People’s Party Liberal (UPPL), Bharatiya Janata Party (BJP) and Gana Suraksha Party (GSP).
The BPF Bodoland People’s Front is an ally of the BJP in the state government and there are three ministers from the party in the cabinet. However, the BJP joined hands with the United People’s Party Liberal (UPPL).
When the BJP did not ally with the BPF, Hagrama Mohilary, BPF supremo and an influential Bodo leader, approached the Gauhati High Court, challenging the manner in which the Chief Executive Member and other executive members were appointed and alleging violation of constitutional provisions.
The HC on Tuesday ordered a floor test to be held before December 26.
Meanwhile, Mohilary on Thursday said that he was not satisfied with the outcome and will consider his next legal step. He said that the party wants a floor test through secret ballot and not raising hands. “We will challenge today’s proceedings in court,” Mohilary said.
How does this year’s results compare with that of the previous election?
In the 2015 BTC elections, the Bodo People’s Front (BPF) won 20 seats and came to power, and the BJP got only one seat. The BPF is an
ally of the BJP in the state government. This year, the BPF won 17 seats the highest number of seats won by a party individually. But the BJP did not ally with the BPF, against which it had campaigned vociferously, and went ahead to form the ruling alliance with the United People’s Party Liberal (UPPL).
In the TAC, the Congress had won 15 in 2015, while the BJP won only three and the AGP, two. This time, the BJP swept the TAC polls by winning 33 seats, while the Congress won one and the AGP, which is an ally of the BJP in the state government, won two seats.

The BJP-forged alliance won the composite floor test in Assam’s autonomous Bodoland Territorial Council (BTC) on Thursday amid alleged violence and unruly scenes.
United People’s Party Liberal (UPPL) president Pramod Boro, who was appointed BTC’s Chief Executive Member on December 15, garnered the support of 22 of the 40 members in the council. The UPPL heads the three-party alliance that includes the BJP and Gana Suraksha Party (GSP).
