As Communist Party heads for a split, Chinese ambassador meets Nepal’s President

New Delhi, Dec 23: Days after a recommendation was made to dissolve Nepal s parliament, Chinese ambassador Hou Yanqi called on President Bidya Devi Bhandari at the presidential palace Shital Niwas.
The meeting took place two days after the President signed off on Prime Minister K P Oli Sharma s recommendation to dissolve Parliament. Oli s decision to dissolve Parliament would given him a smooth run up to the elections and he would also split the Nepal Communist Party.
The split is something that China has been trying to avert. The Nepal Communist Party was formed around 3 years back with the merger of Oli s Communist Party of Nepal (Unified Marxist-Leninist) and his rival Pushpa Kamal Dahal aka Prachanda s Communist Party of Nepal-Maoist Centre.

The bitter power struggle within the ruling Nepal Communist Party has predictably reached a stage where the warring factions may have to part company and end up contesting elections against each other. Prime Minister K P Sharma Oli, having an upper hand against his rival and contender for his job, Pushpa Kamal Dahal âPrachandaâ, took everyone by surprise last Sunday, calling for fresh elections two years ahead of the scheduled end of the term of the House of Representatives. This way, he could also wriggle out of the commitment to step down as prime minister and allow Prachanda to take his place.

The sudden decision taken by Nepal’s Prime Minister KP Sharma Oli to dissolve Parliament on Sunday has plunged the Himalayan country into a new phase of political turmoil. Though the crisis is due to an internal power struggle within the Nepal Communist Party (NCP), the development has supposedly rattled China which is trying to encircle India with the help of Nepal and Pakistan. China has, for the past few months, been striving to keep the NCP united so that Nepal remains under its orbit of influence. Earlier this month, China’s Defence Minister Wei Fenghe and a number of senior diplomats and leaders of the Communist Party of China (CCP) visited Nepal. They met top leaders of the NCP, including Oli and his co-chair Pushpa Kamal Dahal, aka Prachanda, advising them to resolve their differences and remain united.

New Delhi, Dec 22: The opponents of K P Sharma Oli have moved the Supreme Court challenging the dissolution of Parliament. They have termed the decision taken by Oli as a constitutional coup.
The spokesperson of the Supreme Court, Bhadrakali Pokharel said that three petitions against the dissolution were in the process of being registered. Under the Constitution, the Prime Minister has no prerogative to dissolve Parliament, lawyer Dinesh Tripathi, one of the petitioners said.
