It looks like something out of a comic book.
“At first, they called it the Batman tool,” said Don De Lucca, a BolaWrap public safety representative.
The BolaWrap shoots out Kevlar cord that wraps around a subject and restrains them from a distance of about 10 to 25 feet away. It’s compared to a remote set of handcuffs, and wraps around the subject s legs and arms.
“It seems simple, but I was in policing since 1981, and all I know is we went from verbal commands to hands-on wrestling on the ground,” De Lucca said. “Fortunately, the optics of what we do is important and how we handle things. This is seen as a humane restraint in order to secure somebody and get them the help they need.”

Verona man faces child endangerment, weapons charges

Verona, N.Y. An early Sunday morning investigation into a domestic dispute led Oneida County sheriff’s deputies to file weapons and child endangerment charges against a Verona man.
Thomas H. Happle, 46, of Verona was charged after deputies responded around 3:30 a.m. to a domestic dispute on Smith Road, according to the office of Oneida County Sheriff Robert M. Maciol.
Happle faces felony charges of criminal possession of weapon and criminal possession of a firearm and misdemeanor charges of criminal mischief and endangering the welfare of a child.
He was arraigned in Oneida County Court and released on his own recognizance due to the charges being “non-qualifying offenses under NYS bail reform,” according to the sheriff’s office.

2 charged with murder in connection with year-old homicide; one suspect apprehended in Syracuse

UTICA, NY - Two men were arraigned today on charges of second-degree murder in connection with a homicide in Oneida County back in early January.
Jalil D. Pacheco and Isaiah A. Moore, both 20, of Utica, were indicted on the charges, which stem back to a Jan. 8 homicide in the town of Whitestown, said Oneida County Sheriff Robert Maciol. He notified the community of the arrests in a Facebook live announcement today.
The suspects were identified after a year-long investigation into the murder of 20-year-old Quaheem Holland, who was found dead in an abandoned motor vehicle on Westmoreland Road in Whitestown. Utica police, the Oneida County District Attorney’s office and the New York State Police assisted in the investigation.
