(KTVZ) Fire season will begin for The Dalles and Prineville units of Oregon Department of Forestry’s Central Oregon District at 12:01 a.m. Saturday, the earliest declaration in more than 40 years, officials said Thursday. Leadership within the district say they have been monitoring fuel conditions this spring, as well as reviewing snowpack, weather forecasts and drought impacts. The limited precipitation across the region this spring has affected down woody fuel moisture content, as well as the condition of live vegetation fuels and their susceptibility to fire ignition and spread. 

Baker County appealing $8,400 fine from Oregon DEQ

BAKER COUNTY — Baker County government faces a state environmental penalty of $8,400 for improper removal of vinyl flooring that contains asbestos. The county has not paid the fine from the Oregon Department of Environmental Quality and is appealing the matter, County Commissioner Bruce Nichols said Thursday, May 6. Asbestos is a carcinogen, and its fibers can cause lung cancer, mesothelioma and asbestosis. State law requires people who remove materials containing asbestos to have an asbestos abatement license. The case involves work in August 2020 in preparation for renovations in the building at 2200 Fourth St., Baker City. The county bought the building in August 2020 from New Directions Northwest for $500,000. The 5,000-square-foot building was constructed in 1970. That building now houses the Baker County Health Department.

Oregon Adopts Modified Industrial Storm Water General Permit

The permit regulates storm water discharges from over 830 industrial facilities in Oregon. Oregon Department of Environmental Quality’s (DEQ’s) policy and rule-making board adopted rules renewing Oregon’s National Pollutant Discharge Elimination System (NPDES) Stormwater Discharge General Permit No. 1200-Z.  According to the DEQ, this permit regulates industrial storm water discharges to waters of the state and the new 1200-Z General Permit will take effect Jul. 1, 2021, replacing the current 1200-Z General Permit issued Oct. 2018.  Expanding regulatory control of transportation sector discharges beyond the storm water from the limited areas regulated under the Clean Water Act (CWA), including requiring transportation facility vehicle maintenance shops, equipment cleaning operations, and airport deicing operations to control discharges from the entire site of the transportation facility.

RFA Responds to Oregon Clean Fuels Program Scenarios – Advanced BioFuels USA

(Renewable Fuels Association) The Renewable Fuels Association today submitted feedback related to a planned expansion of the Oregon Clean Fuels Program. The Oregon CFP currently requires a 10% reduction in the carbon intensity (CI) of transportation fuels by 2025, and the state intends to expand the reductions to 20% by 2030 and 25% by 2035. In anticipation of the expansion, Oregon’s Department of Environmental Quality recently released a set of illustrative scenarios showing different ways that compliance in 2030 and 2035 could be achieved. While RFA believes the program has been effective and supports its expansion, the association identified some areas of concern related to specific aspects of the scenarios.
