Ohio House Republicans added a provision into Gov. Mike DeWine’s two-year state budget that would erase violations of his COVID health orders by bars and taverns, such as selling too many cocktails to go, not enforcing social distancing and masks or allowing drinking past curfew. It would also refund those liquor permit holders what they paid in fines.

The substitute: Ohio House Republicans unveiled their substitute budget bill on Tuesday, proposing a 2% cut in state income taxes while, as expected, folding in their overhaul of the state’s K-12 funding formula. As Andrew Tobias reports, the House plan calls for phasing in the new formula, which would increase K-12 funding by $1.8 billion once it’s in full effect, over six years. Lawmakers also axed from the bill Gov. Mike DeWine’s gun reforms, which previously languished after they were introduced last year, as well as DeWine’s plan to spend $50 million on an ad campaign promoting the state.
