It’s certain that no overall plan to control access to beaches for residents, visitors and day-trippers will please everyone, but efforts are being made to ensure everyone has some access to the water, whether or not they have permits. Another step that won applause was Chairman Peter Vielbig’s proposal to use a service capable of delivering permits at sites for those who need day passes. An electronic system, “Pavemint,” enables drivers to enter the site where they want to use a permit on their cellphones and then enter credit card information to receive a permit. (Credit: Martin Burke) For the first time since its inception, the Shoreline Access Task Force encountered a challenge to the work it’s been doing to address problems of water access points and solutions to mitigate conflicts between residents and visitors. Task Force Members have received their share of compliments since the work began, but as they approached completion of initial recommendations to deal with the most troublesome problems that have plagued residents for years, they heard from a critic who said their draft would exacerbate problems and fail to meet the goals they sought.

But as the Shoreline Access Task Force is discovering, it’s not that easy. For an Island surrounded by water with multiple access areas to shorelines where families have been swimming for generations, the Town Code defines beach as a site where lifeguards are assigned and bathrooms are provided. That means only Crescent and Wades are considered beaches. Before discussing specific water access points in terms of uses, maintenance needs and upgrades, task force members heard from colleague Al Loreto about practices in place in Southampton and similar actions in Southold.
