California Insurance Commissioner Ricardo Lara, the first LGBTQ person to win election to statewide office in the Golden State, officially declared Friday his intention to seek a second four-year term in 2022. The gay former state lawmaker from Los Angeles has faced a bumpy first term with self-imposed gaffes and continues to be a lightning rod for criticism from various groups. But he also has seemed to grow into his role since being sworn into office in January 2019, when he was hailed as our own Latino Harvey Milk by former state lawmaker Art Torres, who came out of the closet in 2009 after leading the California Democratic Party as its longtime chair. Torres, who lost his own bid to become state insurance commissioner in 1994, was referring to the late gay San Francisco supervisor who was the first out person elected to public office in California in 1977.

Commissioner Makes Appointments to California Workers’ Governing Committee April 14, 2021 Lara appointed Mitch Steiger and Diana Rich to the WCIRB Governing Committee for another two-year term. The committee sets policy, oversees WCIRB management, and reviews all issues involving pure premium rates, classifications, rating plans, rating systems, manual rules and policy, and endorsement forms. The WCIRB is a private organization licensed by the California Department of Insurance for the purpose of collecting, analyzing, and compiling rating data, with funding coming from assessments of its insurance company members. All workers’ comp insurers in California are required by law to be members of the WCIRB.

Premium Relief Insurance Obligations Expand in California

Thursday, March 11, 2021 On March 11, 2021, California Insurance Commissioner Ricardo Lara expanded his prior orders regarding premium relief for any line of insurance in California where the measures of risk have become substantially overstated as a result of the COVID-19 pandemic. In Bulletin 2021-03, the commissioner specifically required insurers writing private passenger auto coverage to “report to the Department information about the additional premium relief that they provide to consumers.” In addition, for the report mandated under Bulletin 2020-08 and due by April 30, all reporting insurance companies must include a supplemental report to demonstrate how they plan to return additional premiums for the months of March through December 2020 where premiums remained overstated despite initial premium returns, if any.
