Following the enactment of the California Consumer Privacy
Act ( CCPA ), many states have attempted to
follow in California s footsteps by passing their own consumer
data privacy laws. On April 21, 2021, the Florida State House of
Representatives resoundingly passed consumer data privacy House
Bill 969 ( HB 969 or Florida Privacy
Law ), by a vote of 118 to 1. HB 969 will now move on to the
Florida State Senate, which has been slow to approve its own
consumer privacy legislation, Senate Bill 1734 ( SB

As expected, today Virginia Governor Ralph Northam signed the
Virginia Consumer Data Protection Act (the Act ) into
law, though the Act will not go into effect until January 1,
2023. As a result, Virginia becomes the second state in the
United States to enact a data privacy law that purports to regulate
the collection, use, and disclosure of the personal data of its

The University of California (UC) system announced last month that it had been hit with a massive data breach. The locale was a third-party file-transfer application called Accellion. UC was just one of the victims of the international cyberattack, which may have afflicted roughly 100 institutions, also including Stanford Medical School, the Universities of Maryland, Colorado and Miami and Yeshiva University in New York.
How much data was stolen remains unknown. The University of California wrote in a FAQ that the compromised information includes names, addresses, telephone numbers, birth dates, Social Security numbers and bank account information for “employees and their dependents and beneficiaries, retirees and their beneficiaries, students and their families,” and possibly other people with UC connections.

Google is planning to eliminate these online monitoring tools by 2022. For its part, Apple only intends to choose the ID of its mobile device (known as the advertiser identifier or IDFA): a move that will prevent tracking of applications by visitors to the site. Their plans are just two examples of a broader focus on consumer privacy, which has also been revealed in broad privacy laws such as those in the European Union.
