Villanueva paid an expected $23 dollars for the actual document, but an extra unexpected $28 in fees that go to an outside agency. A price he said is no small thing.

Hospitalizations and the county’s positivity rate have been steadily declining for the past several weeks.  More than half of the county’s eligible population is also now fully vaccinated against the virus, but county leaders warn the fight against the virus is not over. One of their biggest concerns is slow vaccine rollout across the border in Mexico. “Once we open the borders, if you take that average, then our percentage, which is now at 50% for the population of those 12 years of age [and older] that have been vaccinated, we have a community that is right next to us that the estimate is probably at 10% and it’s a population of 1.5 million,” said County Judge Ricardo Samaniego on Monday.

Commissioner Carlos Leon made the motion to ban the sale with the rest of commissioners court voting in agreement. The decision came after a lengthy conversation about wanting to work with the small businesses that sell the fireworks and the charities they often benefit but also ensuring the safety of the public. Commissioner Iliana Holguin felt that they did not have much choice but to ban the sticks and fins because they are most likely to cause a fire and the El Paso county was listed as being in extreme drought conditions last week.

Mayor Oscar Leeser and County Judge Ricardo Samaniego said masks would no longer be required at public buildings operated by the city and county as of May 21, per a new order issued Tuesday by Texas Gov. Greg Abbott. However, officials noted that local businesses may still opt to require masks for customers and employees if they desire. In addition, the El Paso International Airport, Sun Metro buses and other public transportation will still require mask wearing under federal directives.
