Cub Protection Act Legislation Passes Through Committee
The Cub Protection Act bill was heard in the House Natural Resources Committee.
The bill’s author, State Rep. David Abbott (R- Rome City) said the main emphasis of the bill is to prevent close contact with the public.
“Breeding bears and big cats to produce for temporary use and public handling, such as roadside zoos is bad,” Abbott said. “It’s bad for the animals and can be in some cases slightly harmful to humans.”
House Bill 1398 will be heard on the Indiana House Floor Thursday afternoon.
Last year, a similar bill that prohibited direct contact with the public and dangerous animals and private possession of dangerous wild animals was heard in committee, but did not get a vote.
INDIANAPOLIS â Noble Countyâs State Rep. Dave Abbott was selected to receive the Indiana 2020 Legislator of the Year Award presented by the Humane Society of the United States.
Abbott, R-Rome City, was selected as Indianaâs top animal-friendly lawmaker for his efforts to protect exotic animals, a role that comes with the District 82 territory that includes Black Pine Animal Sanctuary in Albion.
Abbott, whose district covers all of Noble County as well as small portions of Allen, LaGrange, Whitley and Kosciusko counties, received the award last week.
His district covers Albion and the Black Pine Animal Sanctuary, a rescue for exotic animals seized from roadside zoos and private owners who reside at the location west of town for the rest of their lives. Animals at Black Pine are not bred like in zoos, and tourism at the sanctuary helps raise awareness as well as revenue to help care for the rescued animals.

Animal rights advocates seek stricter laws to regulate wild animal breeding and rules for displaying those animals to the general public. The U.S. Humane Society in Indiana will support efforts to pass a bill called the Cub Protection Act this state legislative session. That bill would prohibit public contact with lions, tigers and bears. Last year, the organization focused support of a similar bill, which prohibited direct public contact with dangerous animals and the private possession of dangerous, wild animals. The bill was heard in committee last session but did not get a vote.
