Officials say a boater called the Winter Park Police Department around 7:30 p.m. on Lake Osceola Avenue.Sign up for our Newsletters The boater told officials 20-year-old Charles Carter went into the water for a swim but never resurfaced. The Winter Park Fire Department, Winter Park Police Department, Maitland Fire Department Dive Team and the Orange County Sheriff’s Marine unite responded to the search.
