In 2011, the Under Secretary of the Navy promised to pursue a “net negative strategy” for the U.S. Marine Corps relocation from Okinawa to Guam, which promised to result in a smaller military footprint on Guam.
Underutilized land would be returned to the Government of Guam. Under Guam law, all property transferred to Guam by the federal government should be returned by the commission to original landowners.
If it is kept by the government of Guam, landowners whose property was not returned would be compensated.
The governor had said she was looking at the former Nimitz Golf Course as a potential site for a new hospital, but the military said that land was not appropriate for return. Land near Eagles Field in Mangilao is another site being looked at.
