Barbara Thiel, the Data Protection Commissioner for the Federal State of Lower Saxony, has issued a record fine of 10.4 million euros against the company notebooksbilliger.de AG for unlawful video surveillance of staff and customers.

The company is alleged to have unlawfully monitored its staff and customers by video over a period of at least two years, without being able to demonstrate a legal basis for doing so.
