Bills of information for fifth-degree drug charges filed in common pleas court

The Guernsey County Prosecuting Attorney s Office on Monday filed bills of information against five New England residents after their attorneys requested intervention in lieu of arrest on drug-related charges.
The bills of information were filed in the Guernsey County Common Pleas Court 14 months after the quintet was arrested by Ohio State Highway Patrol troopers on Interstate 70 in Guernsey County.
Individuals charged included:
• Matthew Kuba, 24, Nashua, N.H., possession of LSD and aggravated possession of drugs, fifth-degree felonies.
• Aaron C. Kaplan, 27, Sharon, Mass., possession of LSD, aggravated possession of drugs and possession of cocaine, fifth-degree felonies.
Psychologist finds man is not capable of assisting with his own defense

A Cambridge area man facing three separate felony cases charging him with assault and drug-related offenses was recently found incompetent to stand trial in the Guernsey County Common Pleas Court.
James C. Asp, 50, was found to be incompetent following an evaluation by Dr. Jaime Adkins of the Forensic Diagnostic Center of District Nine Inc.
The court record stated it is the psychologist s opinion that defendant (Asp) does have a mental illness and is not currently capable of assisting counsel in his own defense.
Adkins also determined Asp could be restored to competency in the time allowed by Ohio law one year if given a course of treatment at a secure facility.

Another victim of the COVID-19 pandemic was the annual Shop with a Cop program hosted by the Cambridge Police Department.
The popular program was canceled this year in order to protect the well being of children and officers, but that doesn t mean officers are not helping area children in need.
Instead, proceeds generated by the Shop with a Cop program were donated to the Guernsey County Secret Santa program which serves thousands of children each year. It s unfortunate the police department was not able to host Shop with a Cop, but we really appreciate the donation, said John Davis, a 36-year veteran of the Secret Santa program.
Cambridge Municipal Court releases November receipts

The Cambridge Municipal Court has released its receipts for November 2020.
Receipts from the criminal division totaled $104,718.29, including $67,686.09 paid to the city, $19,409.10 to the state, $13,734.70 to the county and $3,888.40 in miscellaneous payments.
The city treasurer received $79,461.45.
During November, 519 cases were filed, including:
