A Deeside man who failed to pay up for a dog fouling offence in the centre of Chester has now been told to pay more than £400. Maurice Leonard Taylor, 48, of Quay Wharf, Connah’s Quay, Deeside, was found guilty of the offence at Chester Magistrates Court on March 24 and was fined £220, ordered to pay costs of £150 and a victim surcharge of £34. The dog fouling offence occurred in Chester in September 2020, where Taylor was observed by CCTV operators allowing his dog to foul on Frodsham Street without bagging and removing the waste. CCTV operators contacted council enforcement officers over the radio and they issued Taylor with a Fixed Penalty Notice (FPN) for the offence on the spot. Taylor then failed to pay the FPN.
