The most shocking crime development of this year was an arrest being made in relation to a multiple-decade Council Bluffs cold-case homicide.
In mid-October, the Council Bluffs Police Department announced that 52-year-old Matt Kennedy was arrested in connection with the death of his step-sister, Kimberly Ratliff, who in January 1999 was found inside of her vehicle brutally murdered in the 1400 block of West Broadway.
Kennedy at the time of his arrest was a resident of Fairfield, Montana, but was living in Council Bluffs at the time of the murder. He was taken into custody and held in Teton County Jail prior to being extradited back to Iowa, according to Pottawattamie County Attorney Matt Wilber. He remains in custody in Pottawattamie County Jail awaiting a Dec. 21 arraignment.

The search for a man wanted by a number of local and federal law enforcement agencies is over following his death in New Mexico.
The U.S. Department of Justice says 36 year old Benjamin Manley was wanted by the Council Bluffs Police Department and U.S. Marshals-Metro Area Fugitive Task Force on a number of charges out of Council Bluffs, including attempted murder. U.S. Marshals say Manley had a history of shooting at police officers and was considered armed and dangerous.
Manley was the suspect in a Council Bluffs shooting on Thanksgiving where a suspect walked up to a woman randomly outside of a gas station and began shooting at her car as she drove away. Manley had also served time in prison for shooting at a U.S. Marshal back in 2007.
June started as May ended, with racial strife and anger about injustice erupting across the country.
In Council Bluffs, there was a large law enforcement presence in the city amid concerns of anger and unrest about the death of two Black men. With nationwide protests of the murder of George Floyd â and the ensuing counter-protests â sometimes turning destructive, including in Omaha, the Council Bluffs Police Department and a number of local agencies teamed to increase enforcement in Council Bluffs, while the city instituted an 8 p.m. curfew. on both May 31 and June 1.
âWhat we saw were incidents unfolding across the country and across the river,â Council Bluffs Police Chief Tim Carmody said. âWe were concerned about those crossing over into our community.â

(Council Bluffs) â An Omaha woman wanted in connection to a shooting incident in Council Bluffs has been apprehended.
The Council Bluffs Police Department says officers arrested 30-year-old Megan Bressman Wednesday at a residence in the westend of Council Bluffs. Authorities allege Bressman was an accomplice during an incident on November 26th at a gas station in the 1300 block of North 25th Street.
An adult female victim told authorities that a white male approached her in the parking lot and fired shots. The victim drove away and her vehicle was struck by two rounds. She was not hurt. Police say Bressman arrived at the scene with the male shooter in a dark SUV. She is being held on a charge of accessory after the fact and multiple warrants from Nebraska. Authorities did not release any additional information on the alleged shooter in the case.
