Context:
Under the direct supervision of the Chief of Mission (COM) and in coordination with the Senior Regional Resources Management Officer (SRRMO) in the Regional Office (RO), the Department of Resource Management (DRM) at Headquarters (HQ) and the Administrative Centres in Manila (MAC) and Panama (PAC), the successful candidate will be responsible and accountable for supervising and managing the budgetary, financial, human resources and administrative functions of the Country Office and / or Sub-Office(s) and providing support in these areas to staff.

1.0 BACKGROUND
1.1 The African Development Bank Group (the Bank) has been supporting the Government of Somaliland in its developmental efforts. A Grant of UA 5.4 million was approved in June 2016 to finance the Water Infrastructure Development for Resilience in Somaliland.
1.2 The Water for Infrastructure Development for Resilience project consists of the following three components: -

The construction and rehabilitation of water and sanitation infrastructure: This component is focused on providing access to water in order to meet high-priority needs in drought-stricken areas.

Capacity Building: This component will support the capacity development of the Ministry of Water Resource (MoWR) in Somaliland including the beneficiary communities. Proposed activities include; procurement of essential Operation and Maintenance (O&M) and laboratory equipment and training.

Abuja, April 5, 2021 The Federal Government has urged state governments to domesticate the National Chart of Account (NCoA).
This is to qualify them for performance-based grants under the States’ Fiscal Transparency Accountability and Sustainability (SFTAS) Programme for Results 2020 Annual Performance Assessment (APA).
Mr Stephen Okon, the National Programme Coordinator (NPC), SFTAS Programme, made the call in a statement by Mr Ibrahim Mohammed, Communication Specialist, SFTAS Programme Coordination Unit, Ministry of Finance, Budget and National Planning.
The federal government also advised the states to take steps in qualifying for performance-based grants under COVID-19 related Disbursement Linked Indicators (DLIs) due in 2021.

The Federal Government on Sunday urged states to domesticate the National Chart of Account to qualify for performance-based grants under the States’ Fiscal Transparency Accountability and Sustainability Programme.
It said the SFTAS was for results of 2020 annual performance assessment and COVID-19 related disbursement-linked indicators due in 2021.
It said the SFTAS was a $1.5bn Federal Government programme for results supported by the World Bank with the aim to strengthen fiscal governance at the state level.
The advice to states was given by the National Programme Coordinator of the SFTAS Programme, Stephen Okon, while declaring open a one-day NCoA sensitisation workshop organised by the Nigeria Governors’ Forum for the Independent Verification Agent.
