Officer Rosa Brenes, Lt. Michael Brennan, Officer Nicholas McCarthy and Officer Cameron Newton were involved in the April 7 incident, which began after an officer stopped to assist Allen with a flat tire, officials said.

The case is under investigation by the San Mateo County District Attorney s Office, and an administrative investigation by an impartial outside investigator will also be conducted. San Mateo County District Attorney Steve Wagstaffe on April 13 provided the first detailed account of the shooting of Allen. Wagstaffe also said that there is no video evidence of what took place and that Daly City police officers are not presently equipped with body cameras. An officer saw three people two men in the front, including Allen in the front passenger seat, and a woman in the back seat in a parked truck with a damaged rear tire at about 2:30 p.m. in the 700 block of Niantic Avenue and stopped to talk to the driver, according to the district attorney s summary.

Unidentified man shot and killed by Daly City police By KTVU staff article DALY CITY, Calif. - Daly City police shot and killed an unidentified man Wednesday afternoon, but offered few details about the shooting.  Officials said the shooting happened on the 700 block of Niantic Avenue near Westlake Ave. after an officer had contacted occupants of a vehicle at around 1:55 p.m. During the contact, an officer fired his weapon striking the man.  Police say officers rendered aid, and the man was taken to a local hospital where he died. The circumstances leading up to the shooting were not released.

Officers arrested 55-year-old John Harris, Jr. in Manteca in San Joaquin County near his work and booked him into San Mateo County Jail on one charge of attempted premeditated murder and one charge of aggravated mayhem, both of which carry possible life sentences.
