Brooks doesn’t want to arrest the woman she wants to help, and worries that her advice is faulty. “I hoped this wasn’t a lie,” she thinks to herself. “I hoped that if she called the police station and asked for help, the phone would be answered by a decent officer willing to refer her to the right services, and not by some asshole who’d chew her out for wasting police time and then hang up.”
