Investigators say he approached an open window and started touching himself inappropriately before someone saw him and yelled, and he ran off. About 20 minutes later, the same man was seen in the yard of another sorority house a few blocks away. Police describe him as Hispanic, with a thicker build, wearing baggy clothing.
