City Councilwoman Phyllis Cleveland announces resignation Council woman Phyllis Cleveland, Ward 5 Cleveland City Councilwoman Phyllis Cleveland said she is stepping down from her seat representing Ward 5 due to health issues, according to an announcement released Friday, April 30. Cleveland, who represents the Central, Kinsman and Midtown communities as well as parts of downtown, is resigning effective Monday, May 3, according to her statement. During a 15-year tenure on City Council, Cleveland served as majority leader, served as vice chairwoman of the Finance Committee, and chaired the Transportation Committee. Prior to serving on council, Cleveland worked as an assistant Cuyahoga County prosecutor, as a judicial staff attorney and as a magistrate with the Cuyahoga County Common Pleas Court foreclosure department.
