How we prevented MDAs from diverting N189 billion in two years – ICPC Chair

The
Independent Corrupt Practices and other related offences Commission (ICPC) has said it blocked the diversion of N189 billion unspent surplus personnel costs across Federal Government establishments between 2019 and 2020.
The ICPC Chair, Bolaji Owasanoye, said the commission’s findings revealed that the money came about through budget manipulation by government officials resulting in most Ministries, Departments and Agencies (MDAs) receiving allocations and releases beyond their actual needs.
Mr Owasanoye, who spoke at a one-day forum held in Abuja on Wednesday, said the discoveries were made during a mop-up exercise across 208 MDAs, through the Federal Government Open Treasury Portal (OTP).

The Independent Corrupt Practices and Other Related Offences Commission has revealed how it prevented Federal health and educational institutions from stealing or misapplying N42bn unspent surplus allocation in the 2019 budget.
The commission also said it stopped officials from misapplying N31.8bn personnel cost surpluses for 2017 and 2018, and N19.8b and N9.2b from personnel cost and capital fund respectively.
The ICPC Chairman, Prof. Bolaji Owasanoye, SAN, disclosed this on Wednesday, during a virtual interactive forum with Directors of Finance and Accounts of some agencies of the Federal Government with the theme: ‘Transparency and Fiscal Discipline in Implementation of FGN Budget’.
