Senate Majority Leader Andrea Stewart-Cousins says most of the framework on a deal has been worked out already. However, there are still questions about how to handle impaired driving and traffic stops by police. Governor Cuomo has expressed support for legalizing recreational marijuana the last few years, but legislation has never passed.

The bill, called the  Humane Alternatives to Solitary Confinement Act, was approved by the Assembly Tuesday and is scheduled to pass in the Senate on Thursday. There’s currently no limit on how long someone can spend in solitary, with some incarcerated people reporting months-long stints in isolation.
