Pennsylvania House Minority Leader Joanna McClinton has asked her colleagues on the Legislative Reapportionment Commission to end the practice of prison gerrymandering, which considers inmates as residents of the communities where they are incarcerated rather than where they last lived.
McClinton made the request on May 26 during an organizational meeting of the commission, which is tasked with drawing legislative districts maps based on the 2020 Census data.
How the commission rules could play a critical role in determining how many people are in each state and congressional districts, potentially influencing who gets elected.
“What better time to address this?” McClinton asked commission members, who will not begin receiving Census data for several months.
