DELA ROSA MOVES TO INSTITUTIONALIZE THE ANTI-DRUG ABUSE COUNCIL (ADAC) IN EVERY COMMUNITY
Senator Ronald Bato Dela Rosa is pushing to institutionalize an anti-drug abuse council (ADAC) in every part of the country to sustain the Duterte administration s war against illegal drugs and ensure a safer and more secured future for every Filipino.
In his Senate Bill No. 1952 or An Act Institutionalizing Anti-Drug Abuse Councils in Provinces, Cities, Municipalities, and Barangays, Appropriating Funds Therefor, and For Other Purposes, Dela Rosa said it is high time for a measure that will ensure the involvement of every sector of the society in clearing all the local government units of all forms of illegal substance.

To be able to address that particular concern of the President, what we can do is come up with a provision saying that if you are working for the overthrow of government, you cannot be qualified, Sotto said during the Kapihan sa Manila Bay forum. There s no mention of Makabayan bloc or any sector. Sotto on Wednesday questioned how some members of the House of Representatives could claim such when the 18th Congress has yet to resume sessions.
“Huh! How? They are yet to convene on Monday the 18th. How can they sit as Con-Ass? Somebody’s got it wrong!” he told the Manila Bulletin in a text message when asked to comment on the development.
“How can you convert into a Constituent Assembly when you have not convened yet in plenary?”
“He is wrong,” he said of Garbin.
According to Sotto, a long-time lawmaker, a resolution should first be passed or adopted in plenary before a Congress body either the Senate or the House can convene itself into a Con-Ass. Congressional committees cannot convene a Con-Ass on their own, he said.
