SALEM, Ore. – A Marion County Grand Jury ruled that three state troopers and a deputy were justified in shooting and killing an armed robbery suspect after a chase along Highway 22 earlier this month.
The law enforcement officers fatally shot 27-year-old Brad Masters on December 8.
Masters was accused of robbing both a Dutch Brothers and a Dominoes location in Bend, Oregon at gunpoint before stealing a car from one of the pizza shop employees, the Marion County District Attorney’s Office said.
The Deschutes County Sheriff’s Office pursued Masters, who sped off west along Highway 22 toward the Santiam Pass. They called off the chase near Suttle Lake, but issued a “Be On the Look Out” (BOLO) for other nearby law enforcement.
A homicide suspect was arrested Monday near Smith Rock following a vehicle chase that ended in a crash.
Around 10:50 a.m., a person called 911 to report witnessing gunfire involving Jenna Rae Campbell, 21. Deputies with the Deschutes County Sheriffâs Office caught up to Campbell, who was in a 1983 Ford Ranger, near NE 33rd Street and NE OâNeil Highway. She and another person allegedly led police on a pursuit in the Smith Rock area outside Terrebonne, according to Jefferson County District Attorney Steve Leriche.
Deputies followed the Ranger but backed off due to safety concerns. They later found it crashed and unoccupied near the intersection of NE Wilcox Avenue and NW Lambert Road.

On 12-19-20, at about 4:25 pm Sam Reiser called 9-1-1 Dispatch, reporting he and his climbing partner, were stuck on a cliff face approximately 60 ft from the ground while rappelling a cliff face known as “wherever I may roam” in Smith Rock State Park. Sam further reported he and his partner were safely attached to an anchor, but were unable to move further, due to their rope being stuck.
Ten Mountain Rescue Volunteers from the Deschutes County Sheriff’s Office Search and Rescue Unit as well as two DCSO Deputies responded to Smith Rock State Park to assist. One volunteer hiked to the top of the climbing trail as a hasty member while the other team members followed with additional ropes and rescue gear.
