Commentary: The census, like elections, is going to have consequences

With the census now done, every state must redraw its congressional district lines by next year’s midterm elections. Most will have the same number of seats in the House of Representatives that they had before. Thirteen, though, either picked up a seat or two, or lost one. That has potentially huge consequences for political power in this country.
Texas leads off the winners with a gain of two seats. Florida, Colorado, Montana, North Carolina, and Oregon each will pick up one additional congressional seat and thus one additional Electoral College vote.
