New York is taking a significant step forward with Metro-North s Penn Station access project, which promises to shave commuting times for the rail system s riders by providing direct access to Manhattan s West Side for the first time.
Gov. Andrew Cuomo on Wednesday announced the Metropolitan Transportation Authority would issue a request for proposals to build the long-anticipated $1.6 billion project, restarting a building process that had been put on pause amid the uncertainty of the COVID-19 pandemic.
The access project will connect the Metro-North s New Haven line which runs through Westchester s Sound Shore communities to Penn Station by running it through the Bronx and Queens along an Amtrak line before heading into Manhattan.

State lawmakers on Wednesday voted to rescind Gov. Andrew Cuomo s order requiring the purchase of food at a bar or restaurant before a patron can be served an alcoholic beverage, a rule put into place in July in an effort to cut down on mingling during the coronavirus pandemic.
Hours before the vote, Cuomo himself took it a step further: He announced he would repeal the state s COVID-era curfew for bars and restaurants, allowing them to remain open beyond midnight beginning May 17 for outdoor service and May 31 for indoor.
