Amidst the Covid-19 pandemic, India has turned the crisis into an opportunity in the Indian Ocean region thanks to its humanitarian assistance programme and increased engagement with other powers in the region. Consequently, it enabled India to get a certain edge over China in the balance of power game in the Indian Ocean region.
Chinese and Russian online propagandists share broadly similar goals and tactics, but they still tend to work separately. Any efforts at greater coordination would have to surmount considerable barriers.

The Syrian conflict, now entering its second decade, has cost more than 500,000 lives and forced 13 million Syrian civilians to flee their homes more than half the prewar population including 6.6 million who are refugees outside the country.
1 This profound humanitarian crisis also threatens the stability of Iraq, Jordan, Lebanon, and Turkey. Moreover, the out-migration has contributed to the growth of right-wing populism across Europe and severely affected the project of European unity.
Background
VENRO is the association of German humanitarian and development NGOs with around 140 member organisations. We are contacting you because of your expertise in the field of counter terrorism in humanitarian assistance. In order to improve the quality of the programmes of German humanitarian NGOs, VENRO and Ruhr-University Bochum offer several trainings related to humanitarian topics in a consortium project that is supported by the German Federal Foreign Office.
We plan to engage external service providers for the design and implementation of two seminars on counter terrorism in humanitarian assistance for German humanitarian NGO staff in 2021. After each seminar, the trainer(s) will be available for individual coachings.
